¡¡¡¡Outline of the Program for Chinese Nursing Career Development (2011-2015) (hereinafter called "Outline") issued on 6th by the Ministry of Public Health proposes: the total number of the registered nurses national wide will reach 2.86 million, the proportion of the registered nurses will be 2.07 per thousand, the ratio of national (assistant) medical practitioners to registered nurses will be 1:1 to 1:1.2 by the end of 2015. Inverted proportion of doctors to nurses will be resolved.

¡¡¡¡The "Outline" proposes to build up a nurses team with suitable quantity, high quality and appropriate structure distribution; establish and improve the basic system framework of access to nurses team, practice management, training, appraisal, promotion and career development; improve standard of clinical care in hospitals; deepen nursing management reform of public hospitals, further straighten the internal nursing management of hospital, and establish standardized nursing management system by the end of the “Twelfth Five-Year Plan”. Taking the position management as cut-in point, it pays more attention to clinical nursing practice in income distribution, title promotion and reward appraisal to establish incentive mechanism that can stabilize clinical nursing team and fully arouse their enthusiasm.

¡¡¡¡The "Outline" proposes to establish a training system for special nursing position and nursing management position. 25.000 special nurses will be trained, 100% directors of nursing departments and 60% chief nurses in grade II and III hospitals national wide will undergo on-the-job training of nursing management to establish a nursing management team with high policy level, excellent professional ability and high management quality by 2015. It intends to set up a long-term care service system, gradually establish and perfect long-term care service system "supported by agency, based on home, depended on community", enhance long-term care services of medical institutions to extend nursing services to families and communities.
